It appears pretty clear that the American government has been asleep half of the last 70 years with regards to UFO investigation and study. They create a project, such as Sign, or Bluebook, or Grudge, or AAWSAP or AATIP, then they close it for one reason or another only to reopen another program at a later date. France on the other hand not only has been far more public about divulging UFO information they have uncovered, they also have a full-time state run UFO department known as Geipan. While this department is small, consisting of less than 20 staff and volunteers, it is still a department.
