The short answer to that question is, “regularly,” and their tired answer is always that whatever they are hiding may be a “threat to national security.” In many cases that may very well be true but in many other cases that is quite likely a lie. The problem is that these black budget programs have little or no congressional oversight and therefore those operating the programs feel that they are above the law. They are not. None of us are above the law. We are unsure how you feel, but our thoughts are that we find the idea of secret programs seemingly run on a piggy bank of taxpayer dollars, with no oversight, repulsive.
